Bali's 6 Zoning Classifications

Every property in Bali falls into one of six official zones. Your zone determines whether short-term rental is fully legal, possible with permits, or strictly prohibited.

Green Zone

Zona Hijau (Agricultural and Conservation)

Protected land for agriculture, rice fields, and nature conservation. All commercial activity including Airbnb is strictly prohibited. Active enforcement resulted in 48 demolitions in 2024. Never purchase green zone land for rental investment.

STR: Prohibited

Yellow Zone

Zona Kuning (Residential)

Zoned exclusively for private residences. Commercial short-term rental on Airbnb or Booking.com is not permitted here. Over 60% of Canggu’s Airbnb villas operate in Yellow Zone without correct licensing and face removal from all OTA platforms after March 31, 2026.

STR: Prohibited

Orange Zone

Zona Campuran (Mixed-Use)

Mixed residential and commercial use. Short-term rental is possible with the correct permits: KKPR conformity certificate, NIB business registration, and TDUP tourism licence. High investor potential with a clear compliance pathway.

STR: Permits Required

Pink Zone

Zona Pariwisata (Tourism)

The only zone in Bali where short-term rental is 100% legally permitted. Hotels, villas, and Airbnb operate freely. Prime areas: Kuta beachfront, Seminyak strip, Uluwatu/Pecatu, Nusa Dua. The gold standard for rental investment.

STR: Fully Legal

Red Zone

Zona Perdagangan (Commercial)

Designated for large-scale commercial use: shops, offices, beach clubs, and hotels. Short-term rental may be possible in certain sub-zones but requires a KKPR sub-zone verification first. Primarily suited to commercial hotels rather than private villa rentals.

STR: Permits Required

Blue Zone

Zona Sempadan (Coastal Protection)

Coastal buffer and water protection zone. All permanent construction within 100 m or more of the high-water line is strictly prohibited. Affects cliffside and beachfront properties built too close to the coast. Strict enforcement of coastal setback regulations applies.

What zone is Canggu in?

Most of Canggu is Yellow Zone (residential), where short-term rental on Airbnb or Booking.com is not permitted. More than 60% of active villa listings in areas like Batu Bolong and Berawa operate without correct licensing. Some commercial streets carry Orange or Red zoning, where rental is possible with permits. Operators in Canggu face significant compliance pressure before the March 31, 2026 deadline.

What zone is Seminyak in?

Seminyak has mixed zoning. The beachfront strip and main tourist corridor are typically Pink Zone (tourism) or Red Zone (commercial), where short-term rental is legal with the right permits. Residential streets set back from the beach are usually Yellow Zone. Two properties just 200 metres apart can fall in completely different zones, so always verify the exact plot coordinates.

What zone is Ubud in?

Ubud has complex, mixed zoning. The town centre carries Red or Orange zoning, rice field areas surrounding Ubud are Green Zone (protected agriculture), and most residential neighbourhoods are Yellow Zone. Only a small share of Ubud holds Pink tourism zoning. Any property purchase in Ubud requires thorough zoning due diligence before signing.

What zone is Uluwatu in?

Uluwatu and the Bukit peninsula have relatively high concentrations of Pink Zone (tourism), particularly along the coastline in Pecatu and Ungasan. This makes the Bukit one of the most investor-friendly areas for legal short-term rental in Bali. Areas immediately around Uluwatu Temple and cliff edges carry Green Zone (conservation) classification.

What zone is Sanur in?

Sanur combines Yellow Zone (residential, inland) with Pink Zone (tourism, along the beach promenade). Sanur is known for more structured zoning enforcement compared to other areas. Beachfront properties are more likely to qualify for legal short-term rental. Properties further inland need individual verification before assuming rental eligibility.

What zone is Kerobokan in?

Kerobokan sits next to Canggu and shares a similar zoning profile: predominantly Yellow Zone, where short-term rental is not permitted. Operators here face the same compliance pressure as those in Canggu and should verify their zone status before the March 31, 2026 deadline.
